In looking at your charms I'm not 100% sure

Soul wars, don't really matter to you. Range weapon maybe to keep activity up but when you're in the busy worlds, it does not matter what you do so long as you hit at least once every couple of minutes. It'll be the barragers chinners and 138s with 99 slay, that OSRS gold will dominate the day. Personally, I would prefer to ignore soul wars completely. Barrows have a guide to read. Decide on your strategy and then adjust the gear to match what it recommends.

If you're able to acquire Tokkul-Zo instead of an archer's rings: It is part of the older kiln quest and has +4 in all combat-related stats, except prayer and strength making it more effective than it's archer's band.

An amulet of ranging is probably a better choice to buy rather than a pet: it offers a greater ranged attack benefit, though it protects in a lesser way and has none of the prayers bonus.

It's not necessary to have a robin hood hat and an archer helm: for a quick stat check the archer helmet offers higher defence but the robin hat has +2 more defense with a range. You can choose as the differences are small. The robin works well as a decorative item. It is recolored to earn loyalty points at Xuan in burthorpe and Varrock, however.

If you don't have them, then you should purchase barrow's gloves: They're extremely effective for the glove slot and extremely helpful as a result. You should also purchase some ranging boots If you want snakeskin, it is best to get them because ranger boots (12M) don't fall into your budget.

A shield slot is likely to include an illuminated God book. Zamorak's book is priced at over 22 million an even better alternative is armadyl's legal book which costs 1.7M: it's only got two less ranged offenses, however, it has defense capabilities, and when you've illuminated it, you'll be rewarded with a large prayer bonus.

Your cape should be an ava's cape unless you're doing something that will not be effective, like shooting ogres in a cage. In such a case, wear your most elegant ardougne cloak or something else with offensive/prayer bonuses. Red dragonhide, of course is not recommended unless you wish to go rid of. In looking at your charms I'm not 100% sure that you'll be able to make 69 without acquiring more charms. With golds using barker toads you'd need 1840 gold charms to earn 160k xp. greens, 1620 with Ibis, Crimsons it's 569 with the blues and other plants which you'll likely be looking to save, but the price is 343 with either graahks or kyatt's.

For the front, that's roughly 1.5m from toads to 4.7m on ibis 2.5m for other plants, as well as 3.4m to Graahks (4.4m for Kyatt). The mix will be somewhere between. If you're lucky enough, you'll earn the equivalent of cheap RS gold half by selling the pouches. The only exception is the blue pouches which could make your money back, but you'll need to locate an effective source of blue charms.
