I don't have Jagex directly saying skillcapes caused botting, just that RS2 was out for over 2 years before Skillcapes came out and we didn't have uncontrolled botting. However within 6 months of Skillcapes being out F2P worlds were inoculated together with them and cheap RuneScape gold  thousands were banned every week for purchasing gold.
